Minister: Armenia pins its hopes on third mobile operator

YEREVAN, December 24. /ARKA/. Armenia pins its hopes on the third mobile operator, RA Minister of Transport and Communications told reporters on Tuesday.

He said the most important event in Armenia’s communications market was the entrance of France Telecom (brand Orange) third mobile operator which has received the final license and is carrying out preliminary works.

“I hope we will be satisfied with our cell phone market though we do not make demands to implement revolutionary changes, this is just business and everybody understands that,” said Sargsyan.

As the Minister noted revolutionary changes can take place after the entrance of the second mobile operator and after that they gradually abate with the entrance of new operators.

“We have great expectations that the Armenian cellular market will make a stride towards European market policy,” said Sargsyan.

He noted he does not expect any changes in France Telecom investment plans in Armenia in view of the world financial crisis.

“Changes in investment programs are possible only in cases of force-majeure, but there is no such situation now,” said Sargsyan.

On November 19, the RA Public Services Regulatory Commission made a decision to license France Telecom, registered in Armenia under FTA-Telecom, as the country’s third mobile operator.

The license will be valid for 15 years with the right to prolong another 15 years and use radiofrequencies for ten years.
The company will provide cell phone numbers starting with +374 (0) 55 374 (0) 95.

According to the terms of the license, the company will also be obliged to provide GSM-coverage in Yerevan and 42 cities in a two-year term.
The company has to provide at least 200 Armenian villages and 85% of main highways linking Armenia to Georgia and Iran with mobile communication coverage in three years after being licensed.

During the same term FTA-Telecom must provide 3G mobile services in Yerevan, Gyumri and Vanadzor.

The Committee on tender acknowledged Orange (France telecom main brand) the third mobile operator in Armenia this October 7. The Orange bid the highest price for the GSM-license, €51.5mln.

France Telecom registered FTA-Telecom local company in Armenia and will operate in Armenia under Orange brand.

Two mobile operators - ArmenTell (VympelCom, the Beeline brand) and VivaCell-MTS (MTS) - were working in Armenia before the third operator’s coming. G. S. –0--
