Armenian parliament revokes law on mandatory labelling of audio and video carriers
YEREVAN, December 21. /ARKA/. At an extraordinary meeting on Monday the Armenian parliament has passed in the second and final reading a bill to revoke the law on mandatory labelling of magnetic audio and video carriers with control marks (holograms).
According to Armen Yeghiazaryan, director of the National Center for Legislation Regulatory, the experience has shown that not all the provisions of this law are applied in practice. For example, it stipulates that copyright protection should be handled by the ministry of economy by issuing relevant licenses for selling copyright products, which is impractical because copyright should be protected by the authors of products themselves.
He argued that with increasing Internet penetration it becomes pointless to exercise copyright protection.
The bill was opposed by the Armenian Revolutionary Federation/Dashnaktsutyun (ARF). Artsvik Minasyan, a parliament member from ARF, said the bill means a copyright protection setback.
The ban on the sale of audio and video products without excise stamps came into force in 2013. It was introduced to fight against piracy and illegal activities. -0--
